To facilitate the participation of Civil
Society entities from developing countries at PrepCom-3, a limited
number of fellowships will be available, with priority being given to
participants from Least Developed
Countries.
Applicants must register to the

A nomination form must be duly completed,
then signed and endorsed by the person officially responsible to

II. Criteria for the selection process:
a) The candidate must either be
accredited or have completed all requirements to be granted application
at PrepCom3. (applicants must register to the conference on
http://www.geneva2003.org)
b) The effective contribution to the drafts of the plan of action or
declarations.
c) Active participation in the WSIS process (at the international or
the national level)
d) Nomination forms must be validated by the person officially
responsible to nominate candidates
e) Candidate's professional experience and position and their relevance
to the WSIS PrepCom-3 agenda
f) Candidate from a Least Developed Country (LDC)
g) Candidate from a non-LDC, if funds are available
h) Geographical distribution
i) Gender balance (women candidates encouraged)
III. Selection Process
The WSIS Fellowship Selection Panel will review the nomination forms
and select the fellowship recipients. This Panel is established by the
Civil Society Bureau. Only successful candidates will be informed of
their selection
IV. Entitlements of selected participants
- International air travel round-trip to Geneva selected and pre-paid
by the Civil Society Division of the Executive Secretariat via the most
direct and economical route
- Daily allowance for meals, accommodation and incidental expenses for
the duration of the meeting. No additional daily allowance will be paid
for alternative lodging.
Intersessional Period Meeting & Documents:
Dear friends and collegues,
Please find some information regarding
the WSIS Intersessional Meeting , at the UNESCO Headquarters 7, Place
de Fontenoy F- 75007, Paris 15 to 18 July 2003.
The purpose of the meeting is to advance
the negotiations on the Draft Declaration of Principles and Draft Plan
of Action. You can download these documents below.
These documents came out of PrepCom 2, have since been refined into UN
language and "enriched" by Government contributions submitted before 31
May. The entire document is currently in brackets. Contributions made
by Observers, including civil society, are contained in a "reference
document" (available below).
But currently part of the reference document is only available on the
website. However it is supposed to be finalized by the end of the week.
Since these documents are very opulent, the Secretariat will in
addition prepare a reading guide of some 30 pages that will come out
next week and will help to distinguish consensual from the
nonconsensual parts of the represented document as well as new elements.
Civil society was given time each day to contribute to
the negotiation process.
CONGO was in Paris and wanted that the NGO family use this opportunity
for section by section interventions in working together with the
content and themes group and existing or new caucuses, so that working
documents will get a maximum of input from Civil Society.

that has already been used during the WSIS 2nd Prepcom.

3 and the Summit itself, for those who are not yet

The ICT4D Platform is open
to those who would like to present their projects. ICT4D has 3
objectives:
1. Showcase innovations, programmes and
case studies that illustrate the potential of ICTs.
2. Open a concrete and specific debate based on knowledge and best
practices, then take an inventory of the state-of-the-art lessons,
innovations, approaches and perspectives regarding ICTs.
3. Facilitate financing to enable concrete and multi-stakeholder deals,
action-oriented partnerships and joint programmes.

WSIS secretariat have posted on their website
an outline of the structure of the World Summit for the Information
Society, including guidelines for those persons and/or organizations
planning to host events in parallel to the core Summit activity.For

shared vision of ways to bridge the digital divide and create a truly

specific solutions and tools and adopt a realistic and viable plan of

The World Summit on Information Society will take place
in two phases: the first will be in Geneva, 10 - 12 December 2003 and
the second will be in Tunis, 2005.
The
summit, which responds to the rapid growth of technology, focuses on
the application of these technologies to the benefit of human
development. This summit will provide and excellent opportunity for all
the participants to develop a better understanding of this revolution
and its impact on our societies and our global world. It is widely
agreed that the information and communication technologies can have a
key role in reducing poverty, improving education and health care,
promoting economic growth, enhancing political participation and
empowerment, and promoting sustainable development. Therefore the
summit will focus on issues that help achieving development objectives
such as the Millennium Declaration Goals.
The
participation of civil society in the preparation process of
the summit is crucial to determine the significant and relevant
issues to be discussed at the summit. Civil society can provide
realistic picture of the socio-economic and cultural impact
of these technologies and the most practical ways to employ
them in the development process.
The
first Preparatory Committee was held in Geneva 1-5 July 2002. This
meeting focused on determining the agenda, themes and outcomes for the
World Summit on the Information Society, which will continue through
other Preparatory meeting. As a result of this meeting a list of
possible topics has been defined which focus on the expected outcomes
for a vision of the information society, access to ICTs and
applications that will extend their benefits to all.

III. Processus de sélection
Le comite de sélection composé par des membres du bureau
de la société civile examinera les candidatures et fera
une sélection finale des candidats qui
bénéficieront d'une bourse.
Seuls les candidats reçus seront informés de la
décision finale.
IV. Détails de prise en charge
- Billet d'avion économique A/R pour Genève
pré-payé par la division de la société
civile du secrétariat exécutif;
- Perdiem pour les repas, l'hébergement, les transports et
autres type de dépenses pour la durée de la
conférence.

La plate-forme ICT4D est ouverte à tous ceux qui
désirent présenter leurs projets. Le ICT4D a 3 objectifs :
1. Présenter des innovations,
des programmes et des études de cas illustrant le potentiel
des TICs.
2. Ouvrir un débat concret et spécifique basé sur
la connaissance et les bonnes pratiques, puis faire l’inventaire des
toutes dernières leçons, innovations,
approches et perspectives en matière des TICs.
3. Faciliter les financements permettant de conclure des affaires
concrètes et multi partenariales, des partenariats
orientés vers l’action et des programmes
communs.
