The Indigenous Caucus Committee held a session on Thursday July 24th, 2003 and the following points were discussed: General Information about Indigenous People Universal Magazine Draft, ILO 169 Convention, and the Recommendation for the 2004 Indigenous Caucus. The session began with a description of the proposal of the Indigenous People Universal Magazine. This was followed by a proposition for all indigenous delegates to analyze the proposal and participate with suggestions. The magazine will therefore act as a final compound for the Decade of the World's Indigenous Peoples, and could be launched during the next meeting in 2004. The committee passed then to the next point on the agenda: The ILO 169 Convention. Different Indigenous delegations described their experiences and opinions about the ILO Convention. It was agreed that when the ILO 169 Convention is ratified it is often not applied by governments. However the convention can act as an opening toward gaining rights. The Indigenous delegates therefore proposed a chart to be made by the Caucus Committee and be presented to the Director General of the ILO for a seminar on the application of the ILO 169 convention. Further decision on the issue will be reported to next years' Caucus. Finally, the Indigenous Caucus Committee ended the session with recommendation for the 2004 Indigenous Caucus. Indigenous delegations proposed to have convenient procedures for Indigenous representatives and delegations, in order to optimize the participation before the Working Group. The establishment of a protocol for drafts to be more efficient, as well as an improvement of the participation in the Working Group for Indigenous Peoples was proposed. The Indigenous Caucus Committee decided that the Draft Proposition for the World Conference on Racism in conjunction with the Draft Statement on the Decade should be submitted as a Joint Statement. This was the last session of the Indigenous Caucus Committee during the 2003 Working group on Indigenous People.
