UN Millennium Development Goals &
Millennium + 5 Process

"The world did celebrate the arrival of the new century,
and people of all cultures joined in. But there are many things
to correct," declared Secretary General Kofi Annan
in 2000. "The century just ended was disfigured, time and
again, by ruthless conflict. Grinding poverty and striking inequality
persists
. Diseases, old and new, threaten to undo painstaking
progress. Nature's life- sustaining services, on which our species
depends for its survival, are being seriously disrupted and degraded
by our own every day activities
.The world's people look
to their leaders
to identify and act on the major challenges
ahead", from "We the People"
Annan's
words lead to the UN
Millennium Summit, which was held in New York in September
2000. 191 States in total adopted the
UN Millennium Declaration, which outlines peace, security
and development concerns, in such areas as environment, human
rights and governance. The declaration, which stresses the special
needs of Africa, mainstreams a set of interconnected and mutually
reinforcing development goals into a global agenda. This set is
known as the Millennium Development Goals. MDG monitoring will
take place at the global and country levels.
At the global level, the UN Secretary-General will report
annually to the General Assembly on the progress towards achieving
a sub-set of the MDGs; and more comprehensively every five years.
At the country level, the UN Country Team will support
the government in monitoring progress and preparing MDG Reports

What
progress has been achieved since the Millennium Summit ?
The
United Nations Development Programme
(UNDP) published its
2003 Human Development Report indicating that the Millennium
Development Goals will not be achieved without a radical change
in development policy. The report states that most of the problems
that were supposed to be addressed by the MDGs have become even
worse in the last years.

Millennium
+ 5 Activities (2005)
The year
2005 is a key year for the United Nations, governments and civil
society to evaluate the progress in the achievement of the Millennium
Development Goals and other objectives from the UN Millennium Declaration.
CONGO seeks to be a facilitator of civil society involvement and
participation in the Millennium+5 process.

- The Millennium+5 NGO Network:
The Millennium+5 NGO Network is an informal grouping of NGOs brought
together by CONGO and the NGO
DPI Executive Committee. The Millennium +5 NGO Network
is organizing a series of NGO open forums that will take place
at a number of the UN Commissions and fora between January and
June 2005, including the Commission on the Status of Women, the
Commission on Human Rights, the Commission on Sustainable Development,
the Permanent Forum on Indigenous Issues and other key gathering
points for different civil society networks. Groups are
encouraged to bring to the open forums their priority areas for
action that they wish governments to act upon at the Millennium
+5 Summit in September. These various inputs will be brought together
into a compilation document to be submitted to the General Assembly

GA
President releases "draft outcome document" of Millennium+5
Summit. The President of the General Assembly, Ambassador
Ping, has released a "draft
outcome document" for consideration by governments
to be accepted in September by the General Assembly.
We understand that governments have until June 21 to respond
to this document, with a new version being released around July
15. Among the contents of the document, it endorses the
creation of a UN Peacebuilding Commission and a Human Rights
Council, with language supporting the principle of the Responsibility
to Protect.

Latin American and Caribbean Seminar "Partnerships for a New
Era: Achieving the Millennium Development Goals"
From 1-4 June 2004, in Santiago, Chile, CONGO, organized a Latin
American and Caribbean seminar on the MDGs, in collaboration with
the NGO section of DESA and the World Federation of United Nations
Associations, under the auspices of the UN Economic Commission for
Latin America and the Caribbean and UN/DESA. The official website

Asian
Civil Society Forum
CONGO organized
the Asian Civil Society Forum
from 9-13 December 2002 in Bangkok, Thailand, which had as one of
its principal themes the implementation of the MDGs in the region.

Pacific UNESCAP-UNDP Regional MDG Activity
The
UNESCAP-UNDP regional report on "Promoting
the Millennium Development Goals in Asia and the Pacific: Meeting
the Challenges of Poverty Reduction" has been jointly
launched in Bangkok by Mr. Kim Hak-Su, the Executive Secretary of
ESCAP, and Mr. Robert England, the UN Resident Coordinator and UNDP
