Background
WSIS was held on the recognition that the digital revolution, fired by the engines of Information and Communication Technologies (ICTs), has fundamentally changed the way people think, behave, communicate, work and earn their livelihood.
Recognizing that this new dynamic requires global discussion, the International Telecommunication Union (ITU) in 1998 resolved to hold a World Summit on the Information Society, following a proposal by the Tunisian Government. The UN General Assembly endorsed this in January 2002 (resolution 56/183).
In contrast to earlier World Summits, it was decided to hold the WSIS in two phases. The first summit took place in Geneva from 10 to 12 December 2003 and the second summit will be held in Tunis from 16 to 18 November 2005.
CONGO prepared an ORIENTATION KIT on WSIS for civil society. Around 2000 copies were made available during the Summit in Tunis.
