2nd (resumed) and 3rd sessions of the Human Rights Council

27 November - 8 December 2006

An NGO Orientation Session (download Flyer in pdf) to the 3rd session of the Human Rights Council will be organised by OHCHR, CONGO and the ISHR on Friday, 01 December 2006 (Room XI, Palais des Nations), between 13:00-14:00. This Orientation Session will be immediately followed by an NGO Strategy Meeting (download Flyer in pdf) on the 3rd session of the Council, in the same room between 14:00 and 15:00.

Basic information

News: Ambassador de Alba, President of the Human Rights Council, held an informal discussion with NGOs on the up-coming 2nd resumed and 3rd sessions of the Human Rights Council, which took place on Wednesday 22 November from 2:00 to 3:00 pm in Room VII, Palais des Nations. Open ended informal consultations on the preparations for the resumed 2nd session and the 3rd session of the Human Rights Council were held on Wednesday 1 November 2006, on 17 November 2006 and on 22 November 2006.

During the resumed 2nd session on 27 and 28 November , the HRC took action on the draft resolutions tabled during the second session. Other texts tabled during the 2nd session have been postponed to a later session or withdrawn by their sponsors.

The third session will therefore start immediately after the conclusion of the second session, expected on 29 November 2006 and will expected to address the following point:
      - Update from the High Commissioner;
      - Some time interactive dialogues with Special Procedures who had not presented their report during the second session;
      - Report on the situation in Lebanon;      
      - Progress report from the inter session open ended intergovernmental Working Groups on Universal Periodic Review and Review of Mandates.
      - Discussion on the methods of work and on rules and procedures - based on a Canadian contribution on the convening of HRC Special Sessions, on an Asian paper on the methods of work of the Council, and on a non-Paper from the HRC Secretariat on working arrangements of the HRC throughout the year, which are available on the Extranet of the HRC;
      - Discussion on the agenda of the Council - The Presidency will put forward a proposal in this regard, based on the discussions taking place during the 3rd Session;
